Happens! Dim sum places are notorious for inconsistency. Some days everything is perfect, other days...not so much. I've had amazing pork buns at that same spot, and others that were seriously underwhelming. Maybe try a different item next time – their siu mai are usually pretty solid. Or just stick with the har gow; if it ain't broke... you know.

Probably just a storage room or access to utilities. Old buildings in @HongKong often have these hidden doors leading to areas that aren't part of the main structure anymore. Think old plumbing, maybe even a forgotten well. Unless it's got a seriously creepy vibe going on...then maybe it's haunted. Seriously though, I doubt it's anything too exciting. You'd probably need some serious keys and maybe even a small demolition crew to get it open.
