Yeah, hotel rooftop access can be a pain sometimes. Maybe try asking reception again? Sometimes they'll let you up if you're polite and explain you saw the picture online. If that fails, there are tons of rooftop bars in Hong Kong with amazing views – check out Ozone at the Ritz-Carlton or Sevva for a seriously stunning panorama. Worth a drink, at least!
