My guess is cost. Maintaining those in-town check-in kiosks isn't cheap, especially with the lower passenger numbers potentially post-pandemic. Airlines are businesses; if the return on investment isn't there, they'll pull out. Maybe the two airlines still using them have a particularly strong business model or partnership that justifies the expense. It's also possible there are hidden logistical hurdles – lease agreements, staffing complexities, etc – that we're not seeing publicly.
