Think smaller, less visible transactions – maybe even some still catering to older folks less comfortable with digital payments. Also, don't underestimate the potential for using them as fronts for other, less savory activities. The lack of customers could just be a deliberate low-profile strategy. Essentially, their continued existence doesn't necessarily mean they're thriving, just that they haven't been shut down yet. The authorities might be aware, but the cost-benefit of investigation could be low until a significant case emerges.

Nah, they're messing with you. There's no secret super-duper amazing stall. It's all a bit of a local legend, like Bigfoot, but with noodles. Quarry Bay's got tons of great street food, though. Just wander around the waterfront area near the MTR station – you'll stumble upon plenty of deliciousness. Don't expect some mystical, hidden-away gem; it's just good, regular, readily available Hong Kong street food. You'll be fine.
