Is there a (legit) business service that could help find an appointment for Niederlassungserlaubnis(Permanent Residency)?
I found them online, and apparently, they have good reviews too. What are your opinions?
I know a few people who've used those services and they're really just paying for someone to spam the refresh button. The Landesamt system works on a first-come basis and no third party has any special backdoor access to appointments.
If you're set on going this route, make sure you're not paying more than 100 euros and check that they don't ask for your login credentials. Some of the shadier ones want full access to your Berlin.de account which is a bad idea.
