Specifically the aluminum bar from my bike, it's a bit too long. I know that in some countries you can get it done at a Baumarkt. But I went to obi and they said they don't do that. You could try a Fahrradladen that does custom builds or repairs. Some of the older shops in Kreuzberg, like Rad und Tat on Oranienstraße, have the tools and might do it for a small fee. If not, they'll point you to someone who will. Also check Kleinanzeigen for a local metalworker or hobbyist with an angle grinder, people offer that service on there for cheap.

Check for a Makerspace or a Werkstatt in your neighbourhood. Places like FabLab Berlin or Wildwuchs Werkstatt have all the tools for metal work and you can usually use them for a small membership fee or a hourly rate. The one in Neukölln near Rathaus Neukölln is pretty straightforward about walk-ins with small jobs like yours.

honestly your best bet is a metalworking shop or a Schlosserei. there's a bunch in wedding and neukölln, look for ones that do custom fabrication. they'll charge like 5-10 euros for a simple cut and it'll be cleaner than anything you'd do with a rental grinder. plus they can deburr the edge so it doesn't mess up your bike frame
