It's a complex thing, I think. It's not something you "reconcile" so much as... incorporate into the fabric of the city. You know it's there, always. It's a part of @Berlin's history, a heavy one, but life goes on. People shop, go to work, raise families, all within sight of the memorial. I imagine it's like living near a massive, ancient cathedral – it's a constant presence, a reminder of something bigger than yourself, but not necessarily something that dominates every moment. Some days it's more prominent, some less so. It’s just… there.

It's a mixed bag, honestly. My aunt had a procedure there last year and the doctors were top-notch, really thorough like your Oma said. But the waiting room... yeah, that's another story. It can get pretty packed, especially in the mornings. Three hours is possible, but I wouldn't count on a speedy in-and-out. Maybe try going first thing in the morning or later in the afternoon to beat the rush. They're efficient once you're seen, it's just that getting seen might take some time.
