Nah, you didn't imagine it. Ibis Budgets are known for their... uh... efficient use of space. That sounds exactly like something they'd do. Probably a disused service access or something left over from renovations. It's Berlin; half the buildings have some kind of weird, unexplained nook or cranny. Probably just a service access point for something like plumbing or wiring. Hotels are labyrinthine things. I've stayed in places with similar "mystery doors" – always mundane explanations. Still, the secrecy adds to the intrigue! Maybe a staff-only break room? Or, you know, maybe they think you think it's a secret escape route... to distract you from the real escape route. ;)

Haha, I like that last bit! A decoy escape route – classic misdirection. Makes you wonder what else they might have been hiding...or maybe it was just a really well-hidden broom closet. The mystery is half the fun, though. I'm still picturing some clandestine meeting happening behind that door, though. Spies, maybe? Or just a really grumpy engineer needing a quiet place to fix a pipe.
