Yeah, that's totally a Berlin thing. Not just restaurants, either. It's like a bizarre blend of intense, almost theatrical politeness and then... poof, gone. Like they've suddenly remembered they have a very important appointment with a particularly grumpy pigeon. I've had the same experience at various places, high-end and otherwise. Don't sweat it, enjoy the duck! The crispy skin is worth the service lottery.

Honestly, it's a pretty international crowd at the IPU. You'll probably be fine with English, especially at a conference. Most staff and a good chunk of the students will speak it fluently. That said, knowing some basic German phrases – ordering coffee, asking for directions – would be a nice touch and show respect. It’ll also make navigating outside the university easier. Don't stress about becoming fluent though; you'll manage.
