Probably because they're coordinating with dispatch, talking to customers, or, you know, just having a phone conversation like any other human being. It's not that weird.

Depends what you consider a "secret". Most likely it's just a service alley or something equally mundane – a bin collection point, maybe some storage space for the businesses on the street. Berlin's full of those. But hey, the intrigue is half the fun, right? You should've gone down it! Worst case scenario, you see a pile of rubbish and turn back. Best case... who knows? A hidden bar?
