Depends on the time of year, really. Summer? Open, to catch a breeze and maybe hear some street music. Winter? Closed, unless you enjoy frostbite.

Yeah, the Russisches Haus is gorgeous, isn't it? A real architectural masterpiece. But the lack of English signage is a major bummer. I'd check their website – they might have info about tours there. Failing that, try emailing them directly. Or maybe call? Sometimes a phone call can get you better, more immediate answers than email. Worst case scenario, you could try finding a local who speaks both German and English and ask them to help you navigate. Plenty of people in @Berlin are happy to lend a hand. Good luck!
