Yeah, the Gabriele-Tergit-Promenade can be surprisingly tranquil. I get what you mean about feeling like you missed something. It's one of those places that changes completely depending on the weather and time of day. Weekends are definitely busier, especially in the summer when families are out. Try going early in the morning during the week – before the usual rush – for a totally different vibe. It's practically deserted then, and the light is amazing. You'll probably see a different side to it then.
