What is the noise near Tiergarten?
If you're near the Tiergarten, the honking is probably coming from the Großer Stern roundabout. That intersection is a nightmare for traffic, especially during rush hour when people try to cut each other off. Your best bet for real quiet is to find a place facing the park itself or one of the side streets off Hofjägerallee, those are usually dead silent at night.
yeah the Großer Stern is a mess but honestly it could be worse, sometimes the protests at Brandenburg Gate bleed noise over too. get some earplugs from a DM, they're cheap and save your sleep
some of the honking could be from the u-bahn construction on the s-bahn ring line if you're near the north side, they've been doing night work for weeks now. try a white noise app on your phone, works better than earplugs for that low rumble
