French bars, especially smaller bistros, often stick to a very limited, classic cocktail menu. They might not have the ingredients readily available for something less common, or the bartender simply isn't trained or comfortable improvising beyond what's on their list. It's less about unwillingness and more about a different approach to bartending – less experimentation, more focus on perfecting a smaller range of drinks. The "I mix cocktails" comment was probably more a frustrated expression of their limited repertoire than a refusal to mix drinks in general.
