honestly this is a really well put together plan, youve covered the main spots without overloading each day. one thing i'd add is that the ningxia museum is surprisingly good for a provincial museum, the buddhist statues from the western xia period are genuinely impressive, not just dusty relics. give yourself a solid 2 hours there, the layout is bigger than it looks from outside.
for the huaiyuan night market, dont sleep on the fried milk (zha nai) from that one stall near the east entrance, its weirdly good, like a warm custard pocket. also, if youre there on a weekend it gets absolutely packed by 8pm, so go earlier if you want to actually sit and eat without jostling. the goat's milk yogurt is a solid call though, grab a few cups to take back to your hotel.
one practical tip the guide missed: most of the smaller food stalls at huaiyuan dont take wechat pay, they want cash or sometimes alipay. i got caught out once, had to run to a convenience store to break a 100 yuan note. keep some 10s and 5s in your pocket for the street food, saves the hassle.
solid plan, i'd just swap the order on day 2. doing helan mountain rock art first then the tombs works better because the mountain has more shade in the morning and the tombs are a flat open oven by 1pm. also, the liangpi at huaiyuan night market is good but the real move is getting the spicy tofu skin (doupi) from the stall near the west gate, it's like 4 yuan and way better than most places. for day 1, skip zhongshan park unless you really need a walk, it's just a normal city park, instead walk south on jiefang street after the mosque and grab a bowl of yangrou paomo at a random shop, that's the real yinchuan lunch
This is a solid itinerary, I've done something similar a few times. One thing I'd add is that the Western Xia Tombs can get brutally hot by midday even in spring, so going early and doing the Helan Mountain rock art in the afternoon is the better call. Also, the No. 57 bus back from the mountain can be infrequent, I once waited nearly an hour, so check the schedule at the station or just share a taxi with other travelers for about 30 yuan per person. For the Sand Lake trip, the boat ride out to the dunes is nice but the real highlight is walking further into the desert away from the crowds, you get a proper sense of the emptiness.

honestly that's a solid list, one thing i'd add is the Yinchuan Haiyuan Night Market near the South Gate. it's less touristy than the Drum Tower one and the lamb skewers are even cheaper, like 1-2 yuan each. the grilled flatbread with cumin is a must try there too
also if you're into photography, the Western Xia Tombs at sunset are incredible. the light hits those pyramid shaped mounds just right and it's way less crowded than morning. just check the bus times back or you'll be stuck paying 80 yuan for a taxi
oh and if you're into hiking, the Helan Mountains just west of the city have some great trails. i did the one near the Suyu Valley last fall and the rock art up there is wild, like ancient carvings of sheep and hunters. you can take a local bus to the foot for like 10 yuan, just bring water cause there's nothing up there. the views over the desert from the ridge are unreal
the yellow river wetland park is nice but honestly i prefer the yinchuan botanical garden in spring. it's free and right in the city near the museum, way less crowded. the peonies there in april are stunning and you can grab a ice cream from the little shop by the entrance for like 5 yuan. also the night market tip is solid but if you go to the drum tower one, the guy at the corner stall with the red lantern makes the best grilled flatbread with spicy lamb. been eating there for years.
