tbh the real money saver in luanzhou is skipping the touristy restaurants inside the ancient city and walking 10 mins north to the residential streets. there's a spot on yanhe road that does hand-pulled noodles for 8 kuai and they're way better than anything in the main square. also the museum is free, not super well known but has some cool tang dynasty stuff. for transport, renting a bike for like 10 kuai a day is way more fun than waiting for buses that come whenever. i'd budget 120 kuai a day if you're careful, 180 if you want a couple beers at night

imo the biggest hidden cost in luanzhou is the temple tax. the big luanzhou pagoda is cheap but the smaller temples around the old town charge like 15-20 kuai each and they add up fast. skip the ones that look half renovated, the free ones like the confucian temple near the east gate are just as nice. for food i'd hit the morning market on xinhua road around 7am, fresh soy milk and youtiao for like 4 kuai total, way better than the reheated stuff later. also the bus from the train station to the old town is only 1 kuai, don't let a taxi driver tell u otherwise

the free walking tour that leaves from the south gate of the ancient city at 10am is worth it, just tip the guide 20 kuai if you liked it. for food, the night market on beiguan street has these steamed buns with pork belly for 3 kuai each, way better than the overpriced stuff near the pagoda. i'd say 100-130 kuai a day is doable if you skip the tourist trap teahouses and grab a bottle of water from a convenience store instead
