if you're into hiking, the shanhe reservoir on the city's west side has a nice walking path around it. it's not in any guide but locals go there for sunset. takes about 45 min to loop around and the water birds are cool to spot. free and open all the time
the museum is solid but don't skip the folk art section on the second floor. they have these old papercutting tools and examples from local masters. most people walk right past it but it's the most interesting part imo. takes maybe 15 extra minutes
for the opera, the small theater on huayuan road is better than the grand one honestly. cheaper tickets at 30 rmb and more intimate. the performers are retired pros who still got it. shows are friday nights only though so plan around that
yeah the pedestrian street is fun but theres a smaller market just off it on jiefang road thats way less touristy. same kind of stuff but cheaper and the vendors are friendlier. i got a bag of peony tea there for 15 rmb vs 30 on the main strip
honestly the peony gardens are worth it but if you're going in april try to hit the caozhou garden on a weekday afternoon around 3pm. the light gets really golden and the crowds thin out a lot. i went last year and had whole sections to myself for like an hour
one thing nobody mentions is the small temple tucked behind the museum. it's called dongyue temple and it's a bit run down but has these amazing murals inside. no entry fee just a donation box. took me 20 min to find it cause the signs are faded
for getting around i'd skip the buses and just use didi honestly. it's like 8-10 rmb to anywhere in the city and way faster than waiting for a bus that might not come. the bike share is good too but the stations near the gardens are always empty during peak season

That's a solid itinerary, especially the first day hitting Peony Garden and Zhao Wang River in the same stretch. One thing I'd add is that the lamb soup at Laoyang on Caozhou Old Street is best before 11am when the broth is freshest, and they usually run out of the good cuts by noon. If you're up for it, the forest park on day three has a small peony variety garden near the east entrance that's usually empty compared to the main garden, and it's a nice spot to sit for a bit before you head out.
The Zhao Wang River promenade is lovely at dusk, but if you want a quieter spot with fewer crowds, try the small park near the intersection of Zhonghua Road and Heping Road. It's a 10-minute walk from the main river path and has a nice pagoda that locals use for evening tai chi. I've found the peony-shaped pastries at the tea house are hit or miss depending on when they were baked, so ask for a fresh batch if you can.
I did this exact itinerary last spring and it works well, though I'd swap the order of day two a bit. If you go to Sun Bin Tourism City in the afternoon instead of the morning, the light is better for photos of the temple buildings and it's less crowded. The bus route 2 drops you about a 10 minute walk from the entrance, just follow the peony-shaped street lamps and you can't miss it.
The Heze Grand Theater does have English subtitles on some nights but call ahead to confirm, I showed up once and they didn't have them for that show. The box office staff speak enough English to help, or you can ask a hotel concierge to call for you. If you can't make the opera, there's a smaller teahouse on Hua Road near the tea house you mentioned that sometimes has folk music performances on weekends, no cover charge.
