Depends heavily on the day of the week and time of year. I've flown out of PEK at 6 am a few times, and honestly, it's been a mixed bag. Once, I was through security and immigration in under an hour. Another time, closer to two hours. Three hours is probably overkill unless you're traveling during peak season or a major holiday. Two hours should be sufficient, but build in a buffer for unexpected delays – traffic getting to the airport, baggage check, etc. Better to be a little early than frantically sprinting.
